2008+ tail lights - not your typical ??

What is the bottom section? Top is back up, middle is brake and turn, but the bottom there is a piece of blue fabric and what looks like a place to put a light. Anyone use this or have any ideas?

Not 100% sure, but I believe they are for adding strobe lights for emergency vehicle use.
