I wouldn't have thought of that, but that's definitely possible. It's right above where the exhaust comes up and connects to the manifold. You may need to feel around for it. It should be a weight on one side and a coil spring on the other. Granted, if one or both have broken off from rust, that would definitely let that flapper inside flap around sporadically.
