Looking under the intake manifold is worth a shot .....that's where the PCV valve probably will be, if it has one.
FWIW, the Ford Manual for a '94 Ranger 2.3 does not show a PCV valve anywhere. It says that year motor uses a "closed-type crankcase ventilation system" with the crankcase gases flowing through a hose (connected to the oil pan cover) and then down through a couple of oil seperators before being recycled back into the intake manifold. Could not find a PCV valve in any of the blowups, either. Maybe your year motor is the same type of setup?
I thought I'd never find the PCV valve on my 97 Ranger, 2.3L.
It took a bit of patience and a small flashlight, but when you do find it, you won't believe that you looked over it so many times.
While standing at the front of the truck and facing the engine, look on the right side, and down between the manifold and the valve cover. If the 96 2.3 is like mine, the PCV valve sits on the level surface when you look straight down between the valve cover and manifold, almost directly behind the ac compressor/
Good luck.....that is the most difficult part on the whole truck to change...Chilton and Hanyes...neither give a good picture or description of were it is on a 2.3L...but it is near the Oil Seperater ( I believe somwere right above the Oil Filter) do a search through this forum, I found 1 good picture of it a couple months ago...even though I still haven't been able to see it on mine (94 2.3L) which is very similar if not the same to your 95...

I have a 94 2.3l and I have a PCV valve. If you are standing in front of the truck looking at the engine it is on the right side and almost all the way back. It is attached to a small black plastic hose that returns to the valve cover. It is not easy to get at or see either. My manual states that Ford will replace this free of charge at 60K miles. I took mine in and had them do it at this interval just because it was free. Only thing its been to the dealer for. I havn't had to change it since. I take it out and shake it and clean it once in a while but as long as I can shake it and make sure its free I figure it is working alright.
I just looked under the hood so I could be more specific. There is a hose running out from under the rear of the intake manifold on the drivers side. Must come from the manifold instead of the valve cover as I previously stated. It is really dark under there and I felt up along it as far as I could but never got to the end of it. I need a smaller hand for that. It comes out and curves down just between the intake manifold and the firewall. Right after it curves down is where the PCV valve on mine is located. The hose is on top of the valve and the other side of the valve plugs into another hose/tube that then goes down under the engine.
If you pull up on this hose the PCV valve will come out and be on the end of the hose. You can then put a new one on and plug it back in to the bottom hose/tube.
The Haynes manual for 93-97 ranger shows this on page 1-25. It is in illustartion 20.1a. The only confusing thing about this picture is the orientation of the engine. The first time I looked at it I couldn't make it out. Looking at it again there is an arrow locating the location of the front of the engine. Then it became clear.
FYI: The PCV valve on my '90 Ranger is exactly as Andy describes. The valve is mounted in-line with a hose in and a hose out. It is indeed under the intake manifold between the oil filter and the firewall. Small hands helps. If you intend to buy a new one, take the old one with you. Parts house sent out the wrong valve twice @#$%^&..
The valve I picked up (listed in the Purolator book at the store) has two nozzles on the plastic end. This doesn't seem to fit with the "in-line" description above. Maybe I got the wrong part, too.

The two nozzles on the plastic end is the same one that NAPA sent out to me. That is NOT the right one. It is one hole in and one hole out. I wish I could provide the correct part number but I threw the box away. I will look for the receipt.
