What does this part do?
What does this part do? I know where it goes, but am not really sure what it does or even how I attach it.
Do I need it if I am not running emissions stuff?
If not, do I need to plug the holes in the heads?

Yes, you need to plug the holes in the heads; it looks like part of the AIR pump plumbing (fed additional air into the catalytic converter to enhance the burning).
Without plugging the holes, you'll have major exhaust leaks....
