I use a 15a HD grounded timer that I just got from Walmart. I think it was <$10.

I recommend around 3 hours for above ZERO and at least 4 hours for below ZERO.

For outdoor,
Make sure whatever you get is grounded and can take 15 amps. The block heater should only draw about 8 amps, but I wouldn't get a 10a timer and cut it close.
