No acc/ Ing power
While driving I turned on the blower and My 87 4.9 just quit one night. I have battery power ( lights, horn ect ect) but no acc position power to run the fan , wipers, ect... the amp gauge wont even give a reading. It seems there is no power coming out of the bulk head harness from the Ig switch, I have 12vdc at the switch. I unbolted the bulkhead harness and the 2 fusible links are ok ( if that matters). Im ready to change out the whole harness,,, any advice out there?

I would try switching out the key switch itself, not a big deal. Youtube has good easy video's on how to do it.
Also have you changed where you plug in the harness into the steering column, if it gets corroded or wore out when you turn the key it wont connect the contacts.

I changed the Ignition swith but the problem remains. I suspect a short in the harness at the bulkhead conector, between the ignition switch and ignition relay. Without a diagram or schematic its difficult to locate..

I had the same issue a while back, everything worked but when I tried to turn it over it would die. Chased wires, fuses, ignition components, and it turned out to be that the main battery wires were corroded enough where they bolt in to the battery terminal clamps that it wouldn't start. Just opened them up and sprayed/ wire brushed them. Worth a shot, sometimes it's the simple things.

Its a short on the interior side of the harness, no battery power at the ignition switch and poor voltage at the accessory relay. needle in a hay stack but the hay stack got smaller! Thanks for all the feedback guys!
