If it won't rotate at all, look at the bores. If one has a huge gouge, then it has a broken ring issue and likely is not rebuildable. If not, then it may have a bearing issue, which may or may not be rebuildable. If it turns a bit either way, between about ten degrees and half a turn, then its likely a broken rod jamming against the cam.
If the engine is still installed, make sure it isn't being locked up by the transmission.
There are numerous other failure modes, those are just the most common.
