You were correct as usual, the button atop the inertia switch was already depressed and had not been tripped so we moved on to the fuel pump relay and exchanged it for another and still no fuel pressure at the rail with the key on, waiting for the weather to cooperate before jacking up left side and partially dropping tank just enough to access the pump assembly.
Over 112,00 miles on the 351W and it is in excellent condition but there were plenty of times where the vehicle was operated without enough fuel to cool the pump and every now and then the van would sputter going up a hill or other heavy load scenario so i had been anticipating fuel pump failure and it was not big surprise to find it had failed completely.
These high pressure fuel systems can have early pump failure when/if they're run so often without being submerged in the tank's fuel. Ever since I learned of this possibility I NEVER run below 1/4 tank.
Sounds like you've got this centered on the pump itself---hope the weather co-operates with you during this swap.
