Yep, sounds like a replacement FDM will cure it. Assuming that your front one ain't leaking of course, which if you don't have fuel filling your front tank then your front one should be okay.
Don't forget to put in a new fuel filter too. Might help with the hesitation. I change mine about once a year instead of worrying about mileage.

No, I can run off the rear tank for a couple days and no fuel goes into the front tank. But running off the front one and it will pump half of the front tank to rear in 15 minutes of driving.

Now to find the best place to purchase the fuel pump/FDM? Any good place you found to purchase?

Holy f'in #*$@&!!! Fifteen minutes to transfer half a tank? I thought mine was bad... 1/4 tank in around 100 miles. I'm amazed your truck ran at ALL with the pressure and volume that must have been bleeding off the fuel rail!
I installed an Airtex FDM from AutoZone in each tank. Never had a problem with Airtex in this or any other vehicles I've owned, although there's a few people round the 'net that think they're junk. Lifetime warranty and only ~$130 or so.

Went to Advance Auto picked up Airtex FDM this morning. Dropped the back tank and replaced the FDM with no problems. Runs a lot better now, shorter crank time to start. Turn the key on and fuel pressure jumps right up to 35lbs. Turn key off and pressure really slow drops some. So I may in the near future drop the front tank and repeat the process to see if i can get fuel pressure to hold better.
