Ford's literature shows this only in the FX4 package. I assume this is just a software update in the truck.
1) Is it really only in the FX4 package. That does not seem to make sense to me if this were useful for hauling.
2) Is it genuinly valuable in descending with heavy loads?
What engine and how old are we talking about? If diesel, the late 6.0 models all had an engine braking system built in, although not a true jake brake.
If gas, sounds like something specific to off-road.
I was wondering the same thing, about what it actually is. My 2015 has both hill descent and engine brake. The book says to use the engine brake in conjunction with tow/haul (figured that) and use the hill descent between 2 & 12 mph. Can you use all 3 together?

2015, maybe earlier I'm not sure, and looking at the Ford literature it seems to be in both the gas and diesel.
"Conversely, when going downhill you need the Hill Descent Control,™ included on single-rear-wheel pickups with the FX4 Off-Road Package. To activate it, push the Hill Descent Control button, press the brake once to set the desired speed and hold the steering wheel. Then the system applies brake pressure as needed to descend grades at a controlled speed."

What you describe as hill descent does sound like off round only.
You have to be going slower than 20mph for it to activate. First time I tried to use it it scared the crap outta me. Makes it sound like antilock breaks exploding. Never tried it again.
