vin: number location?

Vehicles this old had serial numbers not vin tags. 1969 was the first year for vin tags. You may think this is just semantics but some states will give you a hard time if you don't explain the difference… Wisconsin gave me a hard time on a '52 Merc I was registering several yaers ago because I didn't have enough #'s for a vin number.
