windshield wiper problems

1993 f 350 xlt. wipers work on the two high speeds but intermitant cuts in and out. I have replaced the multifuntion turnsignal switch. Am I likely looking at a bad ww motor, or is something else going on?

AKA; wiper speed governor.
You can try soldering the heatsink yourself.
This has worked for me in the past.
