I think this is the guy that'll fix your wiper motor for $100 plus shipping.

my wiper had sat for over 40 years, soaked it with 3 in 1 oil over night, cleaned it up. and worked it back and forth by hand and got it working.

My want to try that, cheaper than $100 bill.

Mine works, just not strong enough to move on the glass.

This may sound silly, but was the windshield wet when you tried it? It dramatically reduces the friction.

I have electric wipers, and they don't like to move when the glass is dry.

LOL yes, I did that. Also used soapy water, the only way how I could get them to move is actually hold the wipers off the window with a rope on the arms. Then they worked fine They just won't touching the window....

Maybe you have a vacuum leak somewhere?

There is a leather (or something) seal in the wiper motor. I have had varying results with squirting some brake fluid in vacuum wiper motors and working them back and forth. Usually I have good results.

I had a friend who got two wiper motors rebuilt through the local Napa store. The Napa store sent them out and got them rebuilt. Those two motors really worked well when he got them back. I don't know if this service is still available.
