Veins sticking from coking or rust. Good cleaning should help

These two posts tell the tale. An 03 with only 83K on the clock probably hasn't been driven much leading to turbo rusting causing the vane and unison ring assembly not to work properly. Only a good cleaning will help.
As Blade suggested, get a scangauge 2 (about $115 at Advance Autoparts with online code) or one of the smart phone apps to monitor what you're truck is doing. The dash gauges are worthless for the most part; basically idiot lights with needles.
Agreed. Turbo issue. Have you driven it much since purchase? If not, drive it at least once every other week. Preferrably once a week. Otherwise the turbos want to get sticky.
If you want to keep the truck, get some gauges. I use Torque Pro. It's an android app that costs $5 and you be to get an OBDII Bluetooth reader from fleabay. It will run about $20. I monitor about every fifth time I drive the truck. Treat the engine well, and time will be very happy.
'03 trucks are a very unique animal compared to '04 and up trucks. That vehicle is doing almost exactly what attempting to drive one with the air cleaner and MAF sensor disconnected will do. The best way to resolve the issue is to ensure there are no aftermarket intakes or exhausts. No issues with MAF as well as EGR and IAT #2. Assuming the VGT is functioning correctly will also help too, although the last '03 I had with a failed VGT solenoid wouldn't produce ANY boost at all if it helps.
So if I get a OBDII Bluetooth sensor.... it will function for all the required gauges?
Any specific model/brand you all use that you recommend?
Dashcommand any good?
It is more important the bluetooth adapter work with the device you plan to use to monitor it with, IF you plan to use bluetooth, other devices use a cable (sg2) thus no need for bluetooth
There are pc apps you can get, forscan is what i have on my surface pro.
There are apps for smartphones, and thwre are other devices/programs as well.
I use scangauge2, since it is instant on and displays without have to do anything. It is old school tech, but doesn't require attention.. it also can be configured to monitor any existing sensor value, using xcode to program it in, many alternatives provide a list of sensors to pick from, you are limited to what it provides.
