Each state has its own laws. start with your state first.
All states generally abide by the class of license and what that license will allow but you still have to follow the laws of the road itself.
+1 here. Many states reciprocate with the state you are licensed in. If it's okay in your home state, you'll probably okay. There's only a couple of states that don't reciprocate, Colorado and I think either Tennessee or Missouri if my memory serves me right.
Here in Cal, anything over 10k with a bumper pull or 15k with a 5th wheel, requires either a class A, commercial or non commercial license. It varies by state.
In PA, out of state setups like yours will need to be under the rated capacity of the axles. And if you are over 26k, you need a CDL. Weigh stations in PA are generally just for commercial vehicles.
