OK ICM.
The voltages in the diagram below would be the same for the 1996 except the pin numbers at the PCM would be different if you have OBD-II:

So I checked the icm at the top wire and had no pip signal then checked to see if was getting battery voltage to icm, I was so I ripped out the icm module and brought it to autozone ( 2 different ones neither had the correct adaptor to test) I called around and finally found one 15 miles away they said they never had one fail as bad as this one did I bought one from them knowing the issues the after market ones have I still ordered a motorcraft one from the parts house. Truck is now running smoothly and needed to readjust the timing as it was to far advanced.
