You can for sure read the codes. No Scanning however if the gvw is not under 8500. I think. ?

You have a 1991 460 so you can read codes but no you can not scan the data.

But I may be wrong as I can only go by the information that I have as I do not have any of these 1991 trucks.
What you need to do is see if you have wires plugged into the Self-Test plug at the location in the diagram below, pin #1 and pin #3. If you do not have the wires in those two places you can not scan data, only read codes.

Note the colors in the diagram may be wrong for your truck.

so the Saga continues... My data connector is slightly larger than the one shown above with 7 pins rather than 6 the scan tool still aligns with the pins but the connecter is not "D" shaped so it des not seat all the way. Before I try a KOEO test I want to make sure I am safe...

Not sure if you have the right connector.
Is this plug on the inter fender by the relays?

That is not the diagnostic port on your truck. It's under the hood near the driver side hood hinge.

It should be located at the end of the relays toward the engine and mounted on the enter fender.
Where it says EEC Test in the photo below.
