Definitely check behind the fuse panel. My truck was acting weird when it rained and I found a leak on the driver side column and the water dripped right on top of the fuse panel/GEM and that is what was causing my symptoms. I took it out and took apart everything. Dried everything and use de-electric grease and made sure not to let water leak on it again and no problem since last year.

Thinking about just going to a windshield joint and havingthem reseal the window.

Good call Chris, I read your post and drove to work with the wipers on, sure enough, truck stumbled several times. So, I guess replace the wiper motor before tomorrow's all day rain.
