You're only delaying the inevitable. Fix it correctly by patching and sectioning with new metal.

There are non weld metal repair precedures and products now that you can use. A two part epoxy gun is cheaper than a welder. I think the cool factor is incredibly high with the welder however. Some quick searching on the internet on your part will yield you some options.
Cut out and replace with new metal like you know you should. if you absolutely cant get access to a welder or cant pay someone, use rivets. . Nobody likes to find or repair poor body work.
Like 61 Steven said, worst case scenario if you can't weld it then use rivets. If going that way I'd press the rivets into the metal first that way you can not feel the lumps of the rivets once there in. If your overlapping you can just feather the edges in with body filler. If it were me I'd just wait it out until I could get a welder or find someone to do it. If you just use bondo or something like that instead of new metal then it's just going to come back. It may be three months or a year but in the end it will just come back.
