How bad is the scratch? I have heard of people (don't know any personally) who have fixed pitting with JB Weld. I don't know if that would be something I would consider myself but when you say scratch it hardly sounds like it is worth worrying about...
Looks like rust pits from sitting too long some time in its life.
Depending on what you are building and the power you want is if I would spend the money to do anything about it.
That would likely clean up with a simple .030 overbore and new pistons. Are you not wanting to go that route? Did you find that by chance after pulling heads for top end work? If so, how bad are the cylinders worn? If not bad, then run it.

So the option now is sleeving it to 0.30 have allready new piston /piston rings
or bore all cylinder and buy for the second time pistons and piston rings
I allready have new main bearing /rod bearing/ timing set /freeze plug /oil pump/lifters/piston rings/ pistons / that guy told me that it will gone with honing but its still there
I had the exact same problem, .30 over and there was still a very faint scratch, Machine shop sleeved the cylinder and then bored it to the same .30 over. The way its done there is no way the sleeve can move and it's just as good as any other cylinder.
