What is this rubber boot called?

That's not a boot and it's not made of rubber... at least on these Bumpsides. I refer to it as the coil spring seat. 5A309 is the coil spring retainer (a large metal washer)..
FYI.. later Econolines had a slightly different spring seat with a hard, nylon-like insulator to reduce vibration. They can be retrofitted to Bumps but you'll need both the seats and the insulators because they dimensionally mate to each other.
