Every steering wheel I've ever had to pull in modern times had two threaded bolt holes in it, so you would thread two matching bolts into the wheel through the puller plate, and use the forcing screw with proper end-cap against the center to pull it up.
I have a Harmonic Balancer/Steering Wheel Puller that is similar to this one off of the OreillyAuto.com website:
The one I actually have is an old Craftsman, and I have added bolts of different lengths and thread specs both US and Metric over the years. I finally got smart enough to find a plastic box to put all of the bolts into, and wired it to the puller set, so I can always find them.
Well how 'bout that! I looked in the 1997 shop manual... and they show the steering wheel being removed with a 2-jaw puller! No threaded holes, seems Ford switched methods. The line drawing they show, has the puller jaws reaching through slots, one slot on each side of the center.
Since it's just a line drawing, there isn't a good frame of reference as to whether the puller you show would be just too massive for the jaw tips to fit through the slots.
Okay I bought a Service Manual CD and found this:

Special Tool(s) Remover, Differential Bearing 205-116 (T77F-4220-B1)
Removal and Installation
Turn the steering wheel to the straight-ahead position and turn the ignition switch to the OFF position.
Disconnect the battery ground cable (14301) and wait at least one minute to allow the depletion of the restraint system backup power supply.
Remove the driver air bag. For additional information, refer to Section 501-20B .
Remove the steering wheel bolt.
Use the 2-Jaw Puller to remove the steering wheel (3600).
Remove and discard the original steering wheel bolt.
Remove the steering wheel while routing the wires from the clockspring through the steering wheel.
To install, reverse the removal procedure.
