I wouldnt put tap water in there for starters and secondly if you put cold water in a hot engine your going to blow your egr/oil cooler or crack your heads.

So I guess one heats any fluid before pouring same into degas bottle, right?

If the engine is hot and the coolant level is very low, I do. If the level in the degas bottle is somewhat close to minimum then I dont worry about it.
