I just bought all 4 sets of brake pads (for both front and back tires) and all new rotors for my 99 explorer and not sure which order the parts guy gave them to me in so how can i tell which pads are for front tires and which rotors are for front tires and which rotors are for the rear??
When you take the wheels off it should become pretty obvious. The front brake pads will be noticeably larger than the rears. The front rotors will be quite a bit thicker than the rears. On your '99 the rear rotors may be solid (not vented between inner and outer braking surfaces). The front rotors will be vented. The rear rotors will also have a flat braking surface inside the hub for the parking brake system.
the rear rotors on my 2000 were solid, i would expect your 99 to be the same.
it will be pretty hard to put the rotors in the wrong place, and nearly impossible to put the pads where they don't belong.
could always call the parts house and have them verify which one goes where by part number. no harm in calling to verify (used to get calls like that all the time when i sold parts, never thought anything of it)
If you bought a non-store brand, or bought the parts from a chain parts store, you should be able to go to the website, enter your vehicle details, and identify from the part listing which parts go front and which are rear. Even with store brands, the part numbers are often the same or very similar from one house brand to the next.
