I have a 06 with 220k miles on her and we pulled a 30' RV this weekend about 7-8k lbs. Truck runs fine and pulls hard. It will pull a hill or freeway and I notice the turbo will build to 25+ and then will drop to 5 or so. then it will slowly build back up. It seems to do it only at hard accels. If I keep the boost down it doesnt do it.

When not towing it will not do it. Any ideas?
Are you running a programmer. If so what type. I have an edge to which I can set the max boost. If reached it will back off as a protective device and slowly build back up.
IIRC the VGT Solenoid is contolled by the PCM which uses the Mass Fuel Desired (throttle positions) and EBP sensor.
I am sure the Tow/Haul mode has some control of the turbo but to what extent I am not sure.
Do you have a scangauge that you can monitor VGT duty cycle.
For me once a year I pull the EBP sensor and sensing line and clean the carbon deposits.
Thanks Kyle I have matt gearhead tunes because the EGR is deleted. I do have a scanguage and will look at the vgt. I will also clean that ebp sensor. I've never done that.
I don't think you have a problem, but check Map, Baro, and EBP at KOEO, idle, and 2500 rpm's (not under load) on STOCK programming since a tune can give "false" boost readings. See if the boost responds the same way with a stock tune. I really think it's just the turbo responding to increased load conditions induced by pulling the trailer.
