how to paint over a bad paint job?

My truck had a respray done on it with a single stage paint. They didn't do a very good job on the body work. Surface rust coming though in places obvious sanding marks. It's easy to chip off and even sometimes comes off with tape.

Will I need to take all of that paint off to have it repainted with a quality paint job?

Also what's the best way to remove light surface rust in a large area (bed floor) to be primed to be painted?

Only if you don't want the same issues to reappear in your new paint job.

For a bed floor, abrasive blasting is going to be the quickest method.

What will be the most efficient way of removing all of the paint from the truck?

I'd get to work with a DA, but you could strip it chemically, soda-blast it, etc.

Sand scratches and lifting paint, and bubbling paint all mean bad prep and remove all down to bare steel and remember, 75% of a paintjob is prep and patience.
