I removed the IPR today, the screen was fine but there was a fair amount of debris on the screen. Also, last week the truck would not start once warmed up. All signs pointing to bad HPOP??
Air test complete, I used AE to command the IPR valve closed, put the system up to 125 psi and did not hear any leaks at all. Could this mean the HPOP is not bad?
After I get it back together I recheck the ICP pressures and see what I have.

Not hearing an air leak doesn't mean the HPOP isn't bad. How long did you leave it pressurized? It can take a bit to push cold oil out of a leak. Regardless, if you reinstall the IPR and have the same symptoms you posted earlier I'd say bad HPOP.

I kept it pressurized for close to 10 minutes, heard some gurgling in the beginning then nothing. Test drive resulted in the same symptoms.
I'm planning on buying a new HPOP and probably a new high pressure oil pump cover that comes with a new IPR valve. I broke the connector off the icp sensor accidently and one connector to the ficm so a new sensor and probably a new ficm harness will also be ordered.
My oil and water temps run with 15 deg. of each other which from what I have read is within tolerance. I'm considering upgrading the egr cooler (don't want to do the delete so it will still pass emissions) while I'm in there just for preventive maintenance along with a coolant filter. I'm wondering if I should also go ahead and replace the oil cooler even though my delta T tells me the oil cooler is not plugged.
Is there anything else I should do while I'm tearing into it? I'll clean the turbo while it's off.
My truck is an 03 so I believe I have to remove the intake, I'm assuming I will need new gaskets??
Yes you will need to remove the intake, and at $40-50 for the gaskets it's a good idea to replace them, although I've seen them cleaned and reused.
Something else you may want to consider is a new oil cooler while you're in there, as in one of your posts you showed a 16+ degree split in EOT/ECT. That's an indication of a clogged oil cooler. Be sure to use only OEM or I strongly recommend the BPD oil cooler, albeit a healthy $$$ investment. If you choose to stay OEM, all the reputable diesel sites sell 'kits' that include all the things you should be doing whenever you are this far into the engine. The kits include the OEM oil cooler and all required seals and gaskets, as well as a BPD EGR cooler or there are options that include the EGR delete(recommended).
I finally got the hpop replaced as well as the oil cooler and new egr cooler. I also installed the updated hpop cover and a new icp w/ pigtail. The IPR that came installed in the new cover was broken so I installed my old IPR. The truck fired up and ran great once all the air was purged, I drove it around for about 30 min. with no issues.
This morning I drove it for about 10 min. and it died while I was driving and wouldn't restart. I let it sit for about an hour and it still wouldn't start so I had it towed home. I connected AE and tried to restart, ICP would only get to 200psi, IPR was cycling to 84%, FICM stayed at 48V, the gauge on the dash was showing pressure on the low pressure side.
I'm not getting enough psi for the truck to start, the replacement IPR came today so I'll probably start there. Anyone have any other ideas?
First I have to figure out how to get this thing back in the garage with no power steering!

I think starting with the IPR is a good idea. It's very possible that you just got a bad pump. Unfortunately it's too common. You might also try air testing the system to see if you nicked an o-ring.
Pulled the IPR out today and the screen was partially clogged but the bigger issue is that the screen looks like it was sucked into the tip of the ipr and oil flow restricted.

The IPR % is only a commanded thing, not an actual position of the valve. Sounds like the IPR was stuck open too far dumping oil back to sump. Hopefully replacing or even cleaning the IPR valve will rectify your issue.
