Hood wont open

Hood wont open
2008 F-450
I cant get the hood to open, it opens the first latch but I cant get the safety one open?
It almost seems like it also latches on the drivers side and that's the one I cant get undone. Just feels that way I cant see in there to tell.
Its cold -30 and I don't want to break any of that plastic stuff getting in there.
Can anyone remember which way to push the yellow plastic opener handle?
Mine doesn't seem to go very far either way.

Just went out and checked. The lever moves as said above. The cable runs up the radiator frame and across the top of the radiator frame, the catch is in the center of the radiator frame. If the cable is frozen or broken you might be able to stick a coat hanger in the grill and open the catch.
The catch pivots at the bottom. It is shaped like a backwards 7. You will have to hook it and pull toward the passenger side. It looks like if you pull the bottom of the hood up as far as possible you might be able to get a wire in there through the grill and open the catch. Once you have hooked the catch let the hood go back down just a bit. That should make it easier to open the catch. Hope this helps.
