Its a PITA but you if can crawl up in the area in front of the radiator, use a good strong screw driver(stright blade) and pry on the cable end inside the latch. It will take some cussing and probing/prying but you can usually pop the latch. A 2nd person will be helpfull jiggling the hood and handing back tools as you drop them....
In the junk yards I come across a unopend hood due to the latch cable broken off usually nets a good haul as most don't try to open it. Usually I "remove" the grill to get more room but then the grill is not what it was.....
There is a anti theft cover on the latch mechanisim where the cable goes into the hood latch. You will have to destroy this cover to get to the latch mechanisim. Then you should be able to pop the hood easily.
Get a new cable and handle, and a new anti-theft cover, as you will destroy the old one.
It's not all that likely for it to happen if the latch is properly maintained and lubed.
Yeah, but it was about 45 below when mine broke. Anything plastic breaks when its that cold (even the bumper on my car) - The only thing that broke, was the plastic pull handle, but I could not get a grip on the shaft with visegrips.
