I think it is way too much money for a complete restoration project, but I'm cheap. What would you do with it if you got it? Big trucks take a LOT of room (note this is an F-8, not an F-4!).
If you have the time, space, money, and will to complete the project, then Hell Yes. I suspect the purchase price will be a small part of the total cost of that truck.
Not knowing the above, I abstain from the official vote.

Welcome to FTE! The home to old Ford truck enablers everywhere...
Well, I voted yes because I'm one of the great enablers here.
But as mentioned, there are a lot of things to consider with that truck. I bought my F4 cheap for a running truck. But it had no brakes, no bed, a set of widow makers with rotten tires and no good wiring anywhere.
But mine is an F4. That truck is longer, has the double frame and reportedly runs (with no brakes). But he's asking nearly 3 times what I paid for mine. The amount of rust needs to be determined and the brakes on that big truck will be even more expensive than mine.
So, give it a lot of thought, figure out a plan, and offer him half what he's asking. You really need to see a lot more than one picture to decide.
