I changed my IPR valve in my 2000 7.3 but sometimes at stop signs or stop lights the truck will die it will not start but if I open hood and disconnect the wire from IPR and reconnect it the truck will start right up. Is this a bad ICP?
Not to pick nits... but you are disconnecting the ICP to get the truck running. I mention that for the readers, not to pick on you. You did good by way of troubleshooting, this sounds like a bad ICP... a lot of them are failing right about now.

The OP said he replaced the IPR and then when the truck dies he removes and then replaces the plug and then the truck starts. To me this sounds like a possible wire harness problem with the IPR wiring like Yahiko is suggesting.

You should take a good look at the harness itself as mentioned above. Recently I was having a wondering idle, and low ICP at times... Intermittent I would say. I also had an instance where the truck died as I was zip tying some wires around the fuel bowl. I was led to replace the IPR, which I did. While I was changing it I noticed the harness was in rough shape... The wires were loose and the harness was brittle and old. I plugged it back in and ordered a new harness from DieselORings.
When the new harness came in I went to change it out and took a real good look. I noticed the wires had been contacting each other and it appears that it melted all the plastic around where they go into the plug. I spliced a new harness in and problem solved.

It's easy to explain... I'm an idiot. I failed to see the words "and reconnect it". In my OBDII-dazed head, it read something like "but if I open hood and disconnect the wire from IPR the truck will start right up". Apologies to skiscoot
