weird turbo issue

weird turbo issue

good afternoon everyone, ive been having issues with my truck as ive posted before but i got alittle further into diagnosing it today. i hooked up my modis and drove with it on and monitored a couple things.
the symptoms are that it seems like the vanes are stuck closed at 85% duty cycle.. the turbo is really loud and flutters every time i let off the throttle weather its a hard acceleration of 1/4 throttle, so i was thinking sticking vanes, cause every now and again it would open up and run great untill i let off the throttle again then they would close again and stick. well after driving today i watched the dc% to see if that was changing but the vanes stayed the same(im guessing thats what would happen if they were sticking) and as i accelerated the dc% only went down to like 75-79% and would have good take off power but no top end, then it opened up and got the power it should one time and the dc% went down to 30% or so, so im wondering if its really the vanes that are the issue or the computer isnt seeing something most of the time and not telling them to open. i got back home and ran a koer self test. the codes that came up are p0404, p132b and p1408, now ive read that egr issues can cause turbo issues but not the other way around correct? could my egr valve be messing up and causing this issue? i also have an exhause manifold leak (its getting fixed wednesday by the place i bought it from for free) so everytime the vanes are closed and im on the throttle it sounds like a boost leak under the hood but its the exhaust hissing cause when they open it goes away for the most part, any sugesstions on where i can start? im not too familliar with the 6.0's the 7.3 is my specialty. any other info that you need ill try to give you

sticking unisom ring in turbo. Could pull the EGR VALVE and see if it is dirty and the exhaust leak isn't helping things also you could have a split y-pipe bellows
