Oil in the ICP is not good and an indication that it is bad, or is going bad and needs to be changed. I would start there first, then change the CPS as that is a cheap attempt for the fix as well.
Mine acted similar and it ended up being the ICP, but I changed the CPS first and wasn't the issue. Now I have a spare.

Fuel was horrible screens completely plugged and wore out the fuel pump only had 30psi. $1000 later and she should be running today.
drained the tank all 35 gallons, New motorcraft fuel filter, cleaned screens, put in new $675 ford fuel pump and added 10 gallons of #1 diesel w/additive

One time I was picking up at the MSP airport, Delta cargo. I pulled into the lot, shut the truck off, brought my shipment to the counter...went out, truck wouldn't start.
Now I was pretty darn sure it was the CPS, but I neither had one, or had the tools to change it. Called a tow....6 mile tow to a Ford dealer. "Oh, we can't get to it today."....Um, it's 60 miles home....."We have rentals."
Well, they got a tech to have a quick look....yep CPS....$400 and I was on the road home. An hour out of my day.....done. That's back when CPS's were $100 items as well.
