Ok another cold start issue. I verified gps good relay good batts good smoke out tail pipe acts like it wants to start but just dont quite catch tack around 200 rpm. Now it is -10 here and wind chill around -30 drove to the store ran like it was cold but good idled there then started home, this is when it started acting funny like I was loosing fuel then died. Checked hpop full pulled filter full and warm, made sure uvch were plugged in. Next I tried unplugging icp did notice a small amount of oil on connections, cranked and it started but ran real rough then died, plugged it back in would not start, repeated this twice with same result. Third time would not start with ICP unplugged or plugged. Also SES light is on which I am sure has to do with unplugging the icp.
So do you all think I am good to replace icp and drive away?
Oh yeah fresh oil too and full.
Full bottle of diesel 911 in the tank
Injectors uvch and motorcraft glow plugs only a year old

Reason: added info
What about the glow plug relay, is it new to. Sounds like gelled fuel but you said it had 911 in the tank. Was this before it stopped or after for the 911? Mitt have to change the filter if it gelled. Could be a bad CPS also.
The truck should run even with a completely bad ICP sensor.
Can you verify fuel and oil pressure? What is your voltage while cranking? A battery may sometimes read okay when sitting, but dips way below the threshold while cranking. If you can get the batteries tested I would do that too.
had 911 in it and added full bottle fuel in bowl was liquid and warm and relay is working and less then a year old. Engine was warm when it died had been running for 30 minutes.
also two days before it did a similar act and had it towed back to mechanic icp ipr hpop everything read good found that fuel bowl heater was unplugged and started right up "fluke" as it was stored in doors all night and still didnt start. Fuel filter is less then a weak old. Not sure what other info to give. Any thoughts?
wts comes on and yes I double checked the fuel bowl heater. I am thinking either combination of icp and fuel pick up screens or one or the other. It is new Castrol 15-40 but it did this the other day at 30 degrees also
It will start if the icp is good or bad, so I would rule that out. Sounds like a fuel pressure problem, i'd check that before spending any money on sensors.

Not necessarily, guys.
I'm certainly not saying that the injection control pressure sensor is the problem here. However, these two statements can be false depending on the nature of the sensor failure.
Yes it is diesel oil.
What is the easiest way to check fuel pressure on the side of the road when its -30 wind chill.
There is no easy way. What I would do is to pull the fuel line before the pump under the drivers side frame rail. I would then take compressed air and blow it back through the line into the tank. If it is clogged screens, this should clear the issue. If it is a bad pump, it won't.
