fuel pump has failed.
Is there any way to drain the fuel tank...it is 3/4 full...
Can't get a siphon in. will the fuel pump allow fuel to flow?
If it is positive displacement - I know the answer is NO...
What I do not understand why only at start up? why did it not fail when I was driving???
Cause it probably stopped on a dead spot on the pump's comutator. Some times banging on the tank with a rubber mallet will jar the pump enough to the point that it will make good contact and it will pump one more time.
You might want to be sure you have voltage back at the pump before you pull everything apart - you might just have a voltage supply issue to the pump rather than a pump issue.

You can carefully get up under the truck and pull the fuel pump without lowering.
A little tricky with limited access, especially with a full tank.
Also, you can't get down the filler spout to remove fuel with a syphon. There is about a 12" rubber hose, 1 1/2 dia. after the spout that can be removed to access the tank. Here's a picture of my hose after it deteriorated. You might think about changing it while up there.

If you can't drain it, you can cut a piece of 3/4" plywood the size of the bottom of the tank. Place it under the tank and lower it with a floor jack. Also, if you take the time and remove both the driveshaft (set the parking brake and chock the wheels first) and the spare tire, you end up with a whole bunch of room under the truck. Someone said here that they were able to remove the fuel pump without having to drop the tank at all.
