Well I see that 21 & 24 can be caused by the engine not being warmed up. 24 can also be "Electronic distributorless ignition system fault-failure in coil one primary circuit"
Have you checked for 12 volts at the "batt" terminal on the coil. Just curious, but what does your Haynes say is normal fuel pressure??

21 could case a lean condition but it shouldn't be a starting problem. 24 is the ECT so your right, its not warmed up.
35-40psi is needed, make sure you cycle the key a few times if you still get 14.
