OK, so I found the second flasher. one is on the back on the fuse block. One flasher has the red wire with a white stripe and a white wire with a red stripe. But I see neither wire in the bundle going to the multifunction switch.
Do you have a part number for the flasher for the hazards?
After finding the second flasher I begin switching them around. After that doesn't work I try swapping in the a new and switching it around. The next thing I know, the hazards start working. Also, the inside indicator that wasn't working starts to work. I rush down to the inspection stations to have the truck inspected. Before I arrive, the inside indicator stops working. But the hazards and turn signals continue to function. After the inspections I notice the hazards are working but the turn signals aren't. WTH
I'll swap in a new flasher and see if that corrects the problem.

If it isn't an acting out flasher, with all the swapping around/plugging/unplugging of the flashers & it suddenly waking up & working, it kinda sounds like a problem around where the flasher plugs into the fuse block. Maybe a corrosion, or wire crimp problem to the fuse block flasher socket contacts. Let us know how your trouble shoot goes.
