Cold Start issue

I went out to my truck this morning to find out it keeps cranking , but I occasionally get white smoke out of the pipe. Then hooked it up to a charger then start to crank it over took several attempts to get the pig to fire up. I find it weird that I wasn't getting any reading from the icp when the engine was turning over I have oil pressure. Once its warm its starts up fine. I'm kind of leaning towards the glow plug relay, since I just replaced the glow plugs a year a half ago. At one point it pop a code P2289, any thoughts or ideas what this could be ? Thanks in advance

Sound like a bad ICP sensor or pigtail. Sensor reads high so the PCM closes the IPR not allowing any oil to the rails.
