There's no need to do that. Your e-locker doesn't care if your axle is under power because the two sides of the mechanism aren't moving in relationship to each other unless there's a differential in your wheel speeds. You do NOT want to engage it if one of your wheels is spinning and the other isn't, but otherwise there's no reason not to engage it. The reason it won't engage above 20 MPH is because of safety and handling concerns; locking the rear axle greatly enhances the chances of a fishtail.
That's because it's broken. I've never had any trouble out of mine, and you really don't hear of them failing often. Take it to the dealer and let them fix it, and then you can come back and tell us how great it is.
