The belts don't move, and there is no smoke out of the tail pipe.
I found a plug under the starter with a male end of a connector but didn't know what it was for, there's also a cloth lined cable and plug hanging over the front of the engine.
I know a little bit I had a 7.3 psd for awhile, so I'm not completely clueless.
I couldn't pull a injector I don't have enough adjustable wrenches and or the right size stuff.
He is going to help me check my pump and fuel system.

Ok, That "should be" for the block heater (without actually seeing it of course).... you should be able to follow it back to one of the freeze plugs, that was replaced with the heater itself....
Cool another set of experienced eyes will be able to set you in the right direction. Much better than I can do from here. That's great news!...

First thing he's like oh well it's not catching your flywheel, so we looked for broken teeth and whatnot, it was good, then pulled the cover, still good and spinning it, just not belt movement, what the hell does that mean? If I leave it in gear it'll move so I'm lost on what is happening
If the truck will move if you leave it in hear and crank it then your flywheel ring gear is fine... It atleast decent.... I hate to say it but sounds like it might be a good idea to pull the transmission and then have someone crank it to see what you can see
Can't say for certain but if you pull the trans you will be able to see the whole flywheel I am kinda wondering if somehow the flywheel bolts to crank aren't missing... Because if they aren't then only other possibility I can think of is the crank is broke... If the flywheel is turning (you saying the truck moves if you leave it in gear) then it either has to be a broken crank or missing bolts (if the starter is turning the flywheel)
