Well when I had the engine on the stand I turned it over by hand many times and had no issues. It had no IP and was upside down. Now with the engine sealed back up and right side up, still no IP, if I turn it over slow it locks up when turned clockwise from the front, there are no glow plugs installed so its not compression. If I turn it CCW it goes smooth. If I turn it CW fast it doesn't lock up. This is all by hand, haven't tried it with the starter motor yet, Im scared. I stuck the IP back on but haven't tried to turn it over yet. Im hoping the IP gear is catching on something since it was not being carried and was just kind of flopping around. Any ideas?
The history of the motor is its an 85 van motor that supposedly has 85k on it but I bet its 185k. It still has decent cross hatching on the cylinder walls, and the rod and mains look good so I'm not to worried. It hasn't run in 8 years and was stored in a garage with just a rag on it intake manifold. I pulled the intake to check out the valves and everything looked good so I put on a new valley pan and sealed it back up. I also resealed the valve covers, changed to truck and resealed oil cooler, rear main, oil pan, new water pump and new lift pump. When I dropped it into the truck is when I discovered the engine locking up. I haven't pulled the heads, glow plugs are out. Thanks in advance.
Are they the original lifters? I could be wrong, but I believe someone else on the forum had issues with a lifter stuck fully extended and it would interfere with the piston.

Find the spot where it sticks and try loosening your rocker arms one by one.
They are the original lifters. I got to work on it today and for grins I installed the IP. The engine now turns over freely and I actually got it running. It appears that the IP gear was interfering with something that thoroughly locked up the engine. Once the gear was carried by the IP it doesn't inter fear and turns freely.
So for future reference if your injector pump is out and you try to turn the engine over, it may lock up. Just turn it back a little and reinstall your injector pump and I bet you will be ok.
Here is a little video of the engine running. I only let it run for about 30 seconds because i don't have any water in it. Im hoping the rough running is a little air in the lines and once I get some coolant in it and let it run longer it will clear up. I also need to get it timed. The water by the tailpipe is just some water that got into the exhaust when I had the engine out and pressure washed the engine bay.
