After looking at the video again, I vote it's a criminally intentional act. He lit the lighter right next to the fill hole. Looks like he knew exactly what he was doing. Any other person would have jumped back to escape the possible explosion.

I have seen a lot of stupid at the pump things.
One that always bugs me is people getting
in and out and not grounding first. I have
gotten some good sparks in the winter months
when the air is dry and cold.
Spart + gas fumes = BOOM

you can clearly see him take a lighter out of his pocket, light it, put the flame to the tank fill, then step back once it lights and take the shut off nozzle out of the truck and open the nozzle to full flow while pointing the nozzle at the woman.
