as far as doing that POR-15 stuff, is it something that's put on by brush, rattle can, or a spray gun? I can't take my cab, engine, or tranny off the frame, so could I even do it?

Spray or brush. And you need to make sure you follow their instructions to a T or you will be waisting your time and money
I used Por15 on my gas tanks and one of the things with POR15 is it cant have direct sunlight on it after it hardens. they want you to put some sort of finish over it to protect it. while it is under your truck I would still suggest putting a top coat over it. this sounds like a great place for that under coating that you bought. I used it on my tank after I POR15ed it and it seems to be holding up great (execpt where I spilled gas on the undercoar and removed it, long story). another thing is that while POR15 works good at keeping things from rusting, if it is rusting through from the other side and that side is not treated then it will not work (such as above wheel wells) the paint will just bubble up anyway.
oh and also suggest buying the smallest can possible because it is really hard to keep the stuff for too long, use throw away brushes unless you plan on buying the whole line of cleaners and thinners from them, Gloves and old clothes are a must if you are like me it will be all over you. the stuff is thin and splatters/runs everywhere.
On my two Ranchero's and my 77 Bird, I power washed the surface rusted floor pans, etc, and let them dry.
I then applied the Ford Rust Inhibitor, just a light coat, let it dry for an hour so the carrier solvent could flash off and then applied the Ford Undercoating.
They are not continuing to rust due to air and moisture can not get to the metal and the combination of the two even stop the mag cloride used as well as salt on the roads in many states.
The oldest application is now 4 and half years since application and nothing is showing up!
These two products, are as someone mentioned, relabeled for Ford as well as Chrysler by ValuGard (Automotive International), so you have three sources to obtain them from.

Never heard of it or seen it at any dealer. I just tried goggling it and nothing came up
Motorcraft and MoPar are only available over the parts counters at dealers
The ValuGard products can be found at valugard.net as well as a lot of tech information shared by Ford regarding the products uses for collision repair.
If I recall, the Motorcraft part numbers are PM-24-A for the aerosol rust and PM-24-B for the quarts. The Undercoating I think is PM-25-A for aerosol and PM-25-B for the quarts. Anyway, on the Valugard website, under Engineering are the Ford TSB's, etc and they have the #'s.
You need a special gun for the quarts of either, in order to apply. Special fogging gun for the rust, and Astro tools have the gun for the undercoating.
