Are bumper covers difficult to replace?

Are bumper covers difficult to replace?
I'm considering purchasing an aerostar and the guy painted over the bumpers with primer (gray primer) that looks terrible. Ive found a front and rear for about 300... am wondering if these can be replaced with minimal tools and average physical strength?

It's not heavy, but awkward to handle by one person. Have someone help you to hold up one side while you're loosening or installing the other side. Or have some big boxes to sit one end on while you work on the other.

there are 4 bolts, you need a 13mm long socket. Two bolts you can see but two are hidden behind the steel bumper reinforcement, but there are round holes through which you can insert the long socket with ratchet.
