Works now, very interesting that you aren't getting an SES light...does your light come on at KOEO test?
Have you tried this with the ICP unplugged to see if it will do it under the same conditions? Also made sure the Tin Nut is on the IPR?
Do you have a way to monitor live data? Curious about the Pedal position sensor as well.
I did suspect the potentiometer (pedal) and that didn't change anything trying a new one. I have not tried unplugging the sensor as there seems to be some mixed feedback on what will happen at that point. Yes the light comes on in the koeo position like it should. Could a bad ICP be doing that?

If you unplug the ICP, the engine will still run, it will just run off of default values. Should still be smooth at steady accelerator input, the power just wont seem the same. Anything that corrupts the injector pressure whether ICP or sticking IPR can cause the surge and injector noise in your video. Being able to view the data from the PCM would be a great thing to help isolate it.
Let me add in case I failed to mention.,..let me give you the setting. On a cold start (hasn't been running for a day or several hours) I start this up and wait the normal 30 seconds..(you should too BTW with all your equipment from a cold start) I am off. For the first several miles or let's say the first ten mins...there will be absolutely no sign of this issue. Once past that time/mile mark...then it can show. Never above 1700 rpm and never below 1400 rpm.
Again if the issue arises I can make it stop instantly by giving it more fuel or letting off the pedal. I don't have to let off the pedal completely just a slight change in either direction will make the issue stop. Thus leading me to the potentiometer at one point but much to no avail.
So of the above..(now we have three things people are talking about) and with the setting I described to you, which might be the most likely failing item, CPS, ICP, IPR?
P.S. when pulling a boat it does not do this as much it seems as when empty. Coincidence or not..??
