The black wire does not have continuity.

I think it is the ground to the distributor

Does not have continuity with what? Does not have continuity with ground? Where are you seeking ground for this test? Are you confident it's a good ground? Sticking the meter probe against an inner fender, radiator support, etc. usually will not cut it.

This is a little late and doesn't have anything to do with the OP's current post.
This is an FYI. The tool shown in the link isn't for removing/changing the reluctor or pickup coil.
That tool is for changing the TFI module that is attached to the outside of the distributor on later model ignitions.
The two screws that hold the module on are recessed and have limited clearance between the screw head and side of the module so a very thin wall socket is required to remove them.
The module's screws aren't tightened very much so it uses a **** instead of a ratchet handle to tighten the screws.

The ground inside the distributor was loose. I tightened the screw and now have a running vehicle thank you for all the help. You guys are awesome.

Here is an update I have got the idle great when it is choked but when I try to drive it up the street it has no power and will not go above 25 30 mph. Any ideas?

Just to be clear in your post, do you mean it idles great with the choke on? You timed it without vacuum advance correct? If it's manual choke is it disengaging completely?

If its running okay when the choke is on but goes to s**t when the choke comes off either there is a good size vacuum leak or, more likely, time for a carb rebuild.

It idles great with the choke on. I have not timed the bc I have seen no reason to and the choke does fully disengage.
