I just bought a 1990 f-350 with 7.3 It starts hard first time every day. All of the glow plugs show .2 - .3 resistance, so I have new motorcrafts on the way.
The relay is underneath the air cleaner and appears to be working correctly. There is the on/off clicking from it for a little while. I think the controller is bad though as I show power across the relay for at least several minutes. Is it bad for sure, or is it doing this because it senses the bad plugs? I have no power to the plugs, actually it flashes about 4.5 volts.
If you're getting power across the relay you should be getting power at the GPs. I'd check the connections of the GP harness at the relay itself.
However I'd be concerned if it has power for several minutes, you will kill your GPs if you do not address that first. The controller is supposed to turn the relay on for 15+/- seconds. That newer style cycles faster if there is two or more burned up GPs.

Yeah I found my test light and 6 test bad. I've pulled 2 of the bad while I wait for new motorcrafts and even though they are autolites they came right out.
