The driver mod is no doubt the most important. The faster you drive the more fuel you will burn; I used to drive mine right at 65 MPH on the highway to conserve fuel. The harder you drive the worse it gets!
My old '97 F-150 5.4 gained 3mpg with exhaust and tune (my drive is mainly in town). It didn't have a lieometer so that is based on actual miles and gallons at the pump. Cost vs. mileage all depends on how much you drive.
