Depends on the year and if it is a cvpi or not, mainly because they had a little higher gears. '95 was the body change to the whales IIRC and the mileage dropped a little because of weight and shape. You should get 18-22 varying on the above. My '92 GMQ "aero" with around 3.00 rear got 21ish, my whale '01 CVPI gets 19-20 and has 3.27's but 3.55 were an option and would get maybe 1-2 less mpg. They all have a 4.6L, valve stem leaks were an issue in the first gen '92-'94.

on the highway i can pull 31 mph with my 99 P71 cruise set at 65.
in town i only get 11-13 mpg cause i am always putting my foot into it.
my father always got 18-22 in town and 26-31 on the highway with his 99 P-74.
mom's 97 grand marquis was the same 18-22 in town and 26-31 out on the road.
the big difference between my car and mom and dad's is that they are both 82 and not in a hurry to get anywhere, also i leave it running when i go in a store. if i shut it off all hte time and slowed down around town, i have no doubts my mileage in town would be in the 20 range also.
