1) Yes, KOER is Key On Engine Running....it does that check everytime you turn on the engine;

2) Your IAC valve is best described here: Idle Air Control Valve (IAC);

3) I'm really not that smart, I'm just faking it...lol. Whatever I do know, I've learned from many different sources over the years, and currently I get a ton of information here at FTE and I also try and look through repair manuals (Haynes and Chiltons) and do things like that.
